[l 95 Trans Am l]

I have a 95 trans am, problem is that sometimes I want to just cruise around like towards the end of the day where it's semi dark but not headlight dark. Well I'd like to just switch on my fog lights. Problem is that when I turn my switch to the parking light setting (half turn) and switch the fog lights on the headlight bezels pops up however no headlights are on. I just would like to know If can do something that keeps the headlights down when I only want the foglights on. Thanks
